The South Dakota Department of Human Services (DHS) is on a mission to assist and serve anyone with disabilities statewide, including those people with combined hearing and vision loss.

DHS administers iCanConnect in South Dakota, helping address the telecommunications barriers and the isolation experienced daily by individuals with both hearing and vision loss. Through iCanConnect, South Dakotans who require special equipment to make a phone call, send an email or access the Internet, and meet income requirements, can receive that equipment – and one-on-one training – at no cost.

Trainer’s Experience Is Program’s Perfect Fit

Ted Carrell has worked with South Dakota’s blind and deaf-blind for nearly 25 years.  He’s had low vision since childhood.  His expertise in computers and assistive technology made him the perfect fit for the iCanConnect program in South Dakota.
